One of the company’s practice is, SOP’s are approved by department head and authorized by site head. No any provision for QA approval. Is this practice is noncompliance as per regulatory requirement ?

Any document should be final authorized by the QA head only,
QA head is only accountable for implementation any activity carried out in plant premises.
