Is it valid to break the rejected ampoules and collect the solution and refilter the solution for filling.

and why you want to do that?
as Vaibhav replied, rework and reprocessing is not allowed which is very true.
If you have specific case please provide the complete details, may be you can get better clarity on the reworking and reprocessing concept.
