QA reporting to the managing director or plant manager ?

To the Managing Director.
In order to ensure independence of QA function, the QA Head must directly report to the Managing Director/ Management of the organization. This is required to ensure that QA is functions unbiased and directly communicates to the Managing Director/ Management without any fear to influence.
For Administrative reasons, QA may report to the Plant Manager (Dotted line reporting).
