Magnesium Sulphate Mixture hard cake formation

I am using a BP/BPC formulation for Mist Alba or Magnesium Sulphate Mixture.
54,75% Water
0,06% Methyl Paraben
0,02% Propyl paraben
40,00% Magnesium Sulphate Heptahydrate
5,00% Magnesium Carbonate light
0,02% Peppermint Oil
0,15% Chloroform
I am getting a hard cake formation on stating that is very difficult (unacceptably) to disperse on shaking.
This appears at face value to be a simple formulation.
I have added the parabens to the formulation to preserve better.
Any suggestions on additions or production advise

U can add Citric acid & Sodium citrate to the formulation which can lower the viscosity of the formulation and also remove the cake formation.

U are most welcome. I have also face the same problem during Antacid suspension preparation & overcome it by adding buffering agent.
