Oos mean the value obtained is out of limit where as deviation is deviate the written procedure by knowingly

OOS
A result that falls outside established acceptance criteria which have been established in official compendia and/or by company documentation i.e. URS,Specification.
Deviation
Departure from an approved instruction or established standard or specification.
