No, change control is not required to prepare new SOP but it is required to change the existing SOP.

No ,CC is required for each and every thing either new or change

I think it is wrong. for introduction,addition,deletion and for modification of existing facility document should be addressed through change request.

Any modification/addition/deletion in existing system for betterment purpose we need to raise CCN. However any introduction system can also introduced through CCN.
