plz explain what is change control, and what is incident

Change control is form the known changes shall change through change control from.

Incident is unknowingly happend one.

Yes you have to fill cc for any new implementation in sop with existing procedure,proposed procedure and justification.

Chang control is required when ever change happened or by force changes is required,

  1. Some time need to change or deviations in process and it will not affect on final quality that is called plane change
  2. Some changes we need to made due to unexpected conditions happened that is called unplanned change
  3. In point no. 2 that unexpected conditions is called incidents
