Yes an NCR normally involves an OOS followed by a CAPA.
NCRs just state a few things but is mainly used to track issues and the fixes of a productions. Its listed based on significance from minor to critical and should provide when, where, why, how and what you plan/ did to fix the issue. Any changes to chemistry, effect to product quality and performance. I hope this helps.
