It is done to flush out the sampling point.

If the potable water user point in drop down, then water may be in the stagnant form, hence flushing is done to remove the stagnant water. If user point is in loop then there may not be need to flush for 1 min, it can be reduced & time shall be validated during qualification water system with different time point sampling data. Even if 10 sec flushing data passes then we can put that time in SOP for regularization.
