When URS need to prepare for facility construction/equipment installation? Before approval of Change request form (Change control)or after approval of Change request form?

We are in preparation of risk management protocol and report for construction of microbiology facility. We need advice when we can prepare URS? After approval of CRF or before approval?

First CRF
to be prepared with Risk management. After approval of CRF logbook to be prepared, after that URS for equipment’s/utilities to be prepared.
